From Paris to Copenhagen to Mexico, climate negotiation is proceeding with great difficultly. What contributes to this dilemma is that it’s hard to reach all-win cooperation in countries of various development levels. During the negotiation, Asia is in a very embarrassing situation. As a big developing country with so many unfinished problems, Asia cannot stop developing; but the current energy structure means a price of change. What is in front of Asia is the blame as a high carbon emission nation.
